Can they charge 18% on a judgement?

I live in Iowa and recently had a $8,000 judgement entered against me. They drained $7,000 from my bank account and I got them to agree to $120/month payments for the remaining $1,000. The law office said the $1,000 will be at 18% interest. The judgement interest in Iowa is 10%. Can they do this?
