no they cannot. but first, did you show up to court and lose? if you did not show up or if you feel like appealing, I would file for a motion to vacate the order and restore the case to the calendar. Then you get a notice releasing the funds that appear to have been taken (they actually have moved to a third party account likely). You can get you money back this way. This happened to me and this is the process I followed. As far as the interest is concerned, the FDCPA states that all charges including interes and fees must be fair and reasonable...
