I believe it would be where the debt took place (place where the debt occured). I can't really help you concerning some of your questions, but I can about the student loan issue. I am going through that right now myself, plus I use to work in the student loan industry. Unfortnately, there is no SOL for student loans. They can garnish wages as well as your tax returns. Also, bankrupcy will not dismiss your debt for your student loans, but they can put a stop on your payments until your case has been dismissed but unfortnately student loans will stick with you until they are paid in full.
