I doubt that you need to be concerned about this. This is an attorney (who spent three years in law school so he do debt collection) trying to change the rules so he can make money. I doubt that the government of Texas is going to be too anxious to oblige ca lawyers.

You should keep an eye out just in case they try to get it passed though.
