update on W & A & c/rprt

Yday rec'd letter from Wolpoff & Abramson, this time in both mine and my husbands name (in past just mine) Letter said: "We are giving you a further opportunity to pay this account. If you are unable to pay in full, we may be able to help you work out a reasonable payment plan. If you prefer a payment plan, indicate below what payment you are proposing and return the bottom portion of this letter to our office in the self-addressed envelope provided for your convenience. Very truly yours, Wolfpoff & Abramson" and followed by some "attorney" name that cannot be made out. He is "admitted : MD, DC, VA" whatever that means. Of course it also has the nice little disclaimer as this is an attempt by a bill collector to collect a debt, etc.
My question is this does this mean they are getting that much closer to suing?
On the plus side, one citibank acct that settled with, I corrected info on c.rpt and it now shows "Status: Closed/Current, was a charge off. $0 written off. " and
Account History:
Charge Off as of 11-2003 to 4-2004
150 days as of 10-2003
120 days as of 9-2003
90 days as of 8-2003
60 days as of 7-2003
30 days as of 6-2003

Also one more quick question, it was said we live in a very difficult judgement proof state (illinois), please explain. Thank you and have good evening.
