No, I was referring to the preISSUED credit cards that used to be sent out without any application being signed, or any need for any signature to activate.

I still get them, (or actually my dog and one of my cats does)

The CC companies used to, and apparently in some cases still do issue them without ANY checking to see if the person they were sending them to actually lived there.

In the case of my pets getting preapproved ISSUED cards, this is not unusual, if you sign up for some organizations in a child's or a pet's name, and there is a record of good established credit under the same last name at that address, they are still being sent out.

What USED to happen, and still may, is that a credit card is sent to Mr. John Doe at his prior address, and his EX or someone else at the address uses the card and makes payments on it for a while, and then defaults.
