a Stay means they want everything stopped so no action will be taken. It sounds like they don't have all the information they need to proceed against you but you might want to ask them the specific reason for the stay request. It seem sto me that it will not benefit you to allow them to be more prepared and you may want to object and ask them to dismiss the case if they cannot proceed.
