You can settle for a lower amount with the Original Creditor. The OC can give you a 1099 for the "forgiven" amount. There is nothing to sell or assign to a CA.

But a CA can't give you a 1099. They can agree not to sell to another CA, but it means nothing. Something about unlawful or illegal restraint of trade.
