First of all is this debt within the SOL? When was the last time you paid Citibank before the account became deliquent.
By law, the CA must send notification of collection attempts via mail within 5 days after phone call.

This CA in violation of the FDCPA. She can not threaten action that she can not take. Your homesead is protected in Texas as are your wages. She can not garnish. This behavior is typical of a CA that is trying to collect on a debt that is passed SOL. She was also in violation when she gave your neighborhood the info that she was a CA. Can you talk to your neighbor and get her to understand that she should not talk to the CA about you or your husband? Obviously, the CA is using your neighbor to get to you. www.naca.net Talk to a consumer attorney, this CA has violated the FDCPA and you may be able to make a little money.
