If it is truly a collection agency calling, then what they are doing is racking up FDCPA violations. Per the FDCPA, they can call a neighbor ONCE to obtain location information, after that, repeated calls are violations. The FTC says using your neighbors as messengers is also a violation.

If its the original creditor, then they can get away with murder.

As for calling your DH, you DO live in a community property state and even if the account is ONLY in your name, you BOTH are likely liable for the debt if you've used the card during the marriage.
