I do not understand the link between the HIPAA statute and the collection of a debt. What section of HIPAA states that a healthcare provider cannot report a debt to a CA? Do you have a link to the statute that I can read? I would bet that "disclosure of PHI" was probably authorized in the mountain of paperwork that they are constantly making a patient sign.
