they called again..grrr!

Since I now know who has left meassages for the last month, I won't call them back. (Its Encore, a ca) They called again yet today, even after hanging up on me yesterday. Since, its not my phone(its in my finace's name)can't he call them back and request them not to call here?
Either that or can't I report them to someone? I asked them yesterday to send all correspondence by mail..they've never sent me a thing by mail.
Also, by asking for my ssn the first time I spoke with someone, and they wouldn't tell me who they were originally, isn't that illegal? They got pissed when I wouldn't verify it for 'identity' as they called it.
