It would be hard to prove. First you have to get the number and the name of the person you call, then you would have to find out what state they are calling from and do a business ownership search and see how they are licensed. In some states, skip tracers may be required to license themselves as detectives and they would have to be bonded as such. Other states allow skip tracers to fall under collection services or a general business license. The key is to find out who they are and how they are listed or licensed in their state. The fact that they are a Charity Service and yet they are unwilling to divulge information about themselves, where they are located, what charities they serve tells volumes. If they are truly a charity service, they are exempt from the do not call list registry and they should not have to worry about people finding out about them. Why should they care if you find out about them. It might help their cause more? If you want to know more about skip tracing, type in skip tracing in your search engine and there are some really good sites that give information on it.
