The debts of the deceased are normally paid out of his/her estate thru probate. If your father left no estate, or it was insolvent, then there is nothing for creditors to get. If the accounts were joint with your mother, then she will become liable, unfortunately.

Write your father's creditors a letter and include a copy of his death certificate and state that he left no estate. Those that were joint accounts may become a problem, however, if you can get a Dr's statement that your mother is incapacitated, I'd send that along too. Your mother is probably judgment-proof any way.
