Judgement proof ????

Why Chat stated in an earlier post.... "I NEVER suggest anyone send ANYTHING to a CA if they are within SOL, UNLESS they are "judgment proof"." Can someone explain "judgement proof"? I am almost positive i fit the criteria but i want to be sure I am right in my thinking.
1. Income consists of SSDI and Vererans disability pension.(100% total and permanent)
2. I reside in Florida and have filed Homestead exemption.
3. Married with one child
