Of course they can report, that's a major tool they use to make people pay up - screw your credit and get your attention.

Duplicates should NOT be there, only 1 CA can report on a single account at one time.
Some CA's assign their OWN 'account numbers' which is a tactic.

Your friends needs to dispute the ones he/she doesn't recognize or are clearly duplicates.
