Garnishment Question

A law firm that has been hounding me for the last six months about an old Providian account that I believe is past the SOL called today and talked to someone in our human resources department. The lady who called and by the way each time that this law firm calls it is a different person - wanted the fax number here so that she could verify my employment and also wanted an address to send garnishment papers to. The HR lady here is really on top of her game and takes no crap if you know what I mean so she started questioning this lady about the garnishment papers - if it was issued by a Florida court, who is the actual lawyer and so on. The woman from the law firm just basically hung up on her. From what I have read about this law firm they are bogus and supposedly there are not any real lawyers actually working there. My question is - isn't it against the law for them to threaten action that they cannot take and if so, should I go ahead and let her send me something or do you think that this is just a ploy to get an address for me although I know that they do have my PO Box because they have sent me something there before. She also faxed a paper to the HR department with my SS# on it asking for employment information. Is this legal?
