Unauthorized credit inquiry from Collection Agency?

I was checking through my credit report today. Yes I have some outstanding collections that I am currently paying on. There was an inquiry on my report i did not recognize, however. Primary Financial Services

PHOENIX , AZ 85013 I was unsure so I thought I would ask. Unless I'm wrong, a company/person is NOT allowed to inquire about my credit without my written consent? Right? All I know is I've never even heard of this company let alone signed ANY credit application of any type, written or online within the last few months. This inquiry appeared on my credit report today ( 6 /15 ) Was this legal for them to pull my credit without my consent? If not, what do I do about it?
