It would be a court order that the bank has no choice but to obey.

Perhaps if there is a way to pre-emptively exclude your account due to a state exemption, your attorney could mark it as such? I know that can be done in SOME states, but I'm not sure about TX. It would also defend on whether you are eligible for such exemptions from garnishment.
