AMEX debt

My dad left the US some time ago and left an AMEX with a balance on it and the person who was supposed to pay it off did not and now I recieved a call from NCO requesting that I take care of the account or they seek legal action against my father. The balance is 3600, the offered to settle for about 2300 but I cannot afford to pay that in a lump sum... I told them I could afford about 200/mo and was interested in paying it off over time they said that was not what their "client" would accept. All along the guy is being very pushy and threatening. After I told them not to use one of the phone numbers they had for me, the guy told me "i will call you wherever i can reach you".
I want to pay the debt off, but I cannot afford what they are offering... What can I do? If I am willing to pay (only in smaller amounts), can they still sue? Please let me know what my options are.
All help is greatly appreciated!
