Blatt, et al, is a collections attorney firm. They may have purchased your debt, or they may have been hired by Lowes as an assignee. Whether they have the legal right to collect in your state depends on whether the state requires a license.

If you're in IL, be aware that they file suit in bulk and are licensed in the state of IL.
