Credit inquires

My husband has pretty poor credit (average score 570) but has two credit cards (Capitol One and Household bank). I recently viewed his credit report and found that both these companies pull copies of his credit report basically every month. They appear in the section 'Creditors Recently Viewed You Credit'. Aren't these considered "Hard inquires"?

Is this something we can dispute with them? I know with each inquire you lose about 3 points and with his score so low this isn't helping at all.
Thanks for any advice!
