old phone debt

hi, i'm new to this board. today, i received a call from a collection agency stating that i owed $1,300 on an old unpaid phone bill. they said that the original debt was $640 but that the law has applied fees to this. this agency has been trying to contact me for months now, being very, very secretive about who they are. they finally gave me the name of their agency and what type of business they conduct...this after 4 or 5 calls. i finally got sick of this and called back whom ever was calling me. the rep went on to say that i owe this money and how would i like to pay, by credit card or check by phone? i told her i have no idea what she's talking about. i contacted the phone co. after i moved to confirm that i no longer owed any money to them. also, i thought i should mention the rep told me the bill was incurred in 1998! i live in Calif...isn't this way past the SOL?
