Mechanic's liens expire by themselves after a relatively short time (months). The contractor has to decide whether to foreclose before it expires. You really need to gather evidence and take it to court, convincing the judge that they did a bad job and don't deserve to get paid. Otherwise the contractor may be able to force a sheriff's sale, of course you prevent that by paying the full amount, but then you'd have to fight to get it back. These guys are (a) incompetent and (b) playing hardball for your money. If it were my pool, I'd not allow them back to continue to try and fix it. Have your day in court and be rid of them.
