No, you are correct for probably the vast majority of states. In IL, you can file the form, but you cannot enforce it without going to court...but that's probably an isolated case. In any event, I wasn't considering a Mechanic's Lien when I answered, so thanks for catching that.

I still think the poster needs to find an attorney, not just about the lien, but to sue these bozos for a botched job.
