If there is a filed entered unenforced judgment on record, the ONLY way any "collection agency/bad debt buyer" can do ANYTHING regarding the judgment is if they have a filed assignment of that judgment ON RECORD.

Buying an "account" does NOT give them ANY rights to enforcing a judgment.
