how long to charge a cc?

I received a collection letter from a univ. where I took a review course 4 years ago stating that I never paid. When I spoke with them in person, they "forgot" to bill my cc, which was in the original paperwork when I signed up for the course. They just discovered this and the computer automatically sent these letters to a number of people apparently. The first notice arrived after the date that they gave me to pay the bill. The second came a week later threatening to send it to a collection agency.

What is the time limit someone has to bill a credit card before it is no longer valid?

It took me four phone calls before I actually had someone call me back, and she then told me that they are trying to decide what to do about this. Am I still responsible for the debt?
