There is no such law. Don't do business with people who lie to you. But most mortgage lenders do want to see big debts that are within SOL paid so they don't turn into a judgement. That could lead to a lien on the house, which would impair their ability to foreclose. It would be best to hold off on any mortgage until the account is off your CR.
