Hawaii does not allow out of State CA's

Call your phone company, tell them you are being harrassed by middle of the night hang up calls.( do not tell them you think you know who it is from)
If the CA is on your credit report, send them a cease and desist letter.

These CA's are on an automated outsourced system, the calls could be from India or the Phillipines, or some US prison.

When they dial automatically, and hang up after you answer, it tells the system that they can have a live person call at that time of day.
