The reason you want to dispute with the CRA's first,and you can do it on line, as "not mine", is to shake out the ones that are really not reporting anymore, and to get valid addresses for the CA's that ARE verifying.

Once you have gone through the first round of disputes, you can send the SOL letter to whichever CA's verified, then send the follow up letter to the CRA after you have proof of the CA receiving the SOL letter.

It is the simplest way of doing it with the least hassle and the least risk of a CA deciding to file suit ( the SOL letter is a legal notice to them that the account is time-barred)
