anyone who has your account has permission to run a credit report. most are soft inquiries.(sounds like yours were). no one but you will see those. when they can , they will hit ya with a hard inquiry tho. opt out and it keeps others from looking. they are looking to see what you have to go after. your second question confused me so here is my answer. ask your state AG office..what they need to collect in your state. in texas, they only need a bond. every new one i get, i email and check on. the AG should have a web site with a 800 number to call and ask. or a address to email. i search .."my states attorney general" and "my states consumer law" in yahoo or google. the lawyers used to sue you must be licensed to practice law in your state. they will use local lawyers and hopefully, usually, these only want easy money to show and dont have any paperwork with them. 99% of people do not ever show and its a easy buck for them. show up and put some fear of God in them. :) yes, to collect they must follow state rules in the state. suing is collection..and they must be legal to collect there. hope this helps.
