How long can a business collect on a bad check?

I recently had an "investigator" contact me and tell me he had in his possession a check written in 1991, 10 yrs ago, that had bounced. Somehow it slipped through my hands and never got paid. He has threatened to have my drivers license suspended, report it to the credit bureau, gfarnish my wages and enter my name and drivers license nimber into check systems. How long is it after it boucnces, does someone legally have to collect onit? The check I wrote is to a business that no longer exists, they have filed or Federal Bankruptcy relief. He said the judge enlisted him to collect on all the outstanding bad checks. What recourse do I have and can he do all this that he says he is???? Please help me someone. I don't know where to go.
