Does Bellsouth have the right to keep checking my credit?

When I lived in fl. I had left for a month to visit my parents in PA and someone used my phone and ran up my bill to over 1000.00 I have tried to dispute this with them however it now showes on my report. Two years ago I checked my report where i worked and found that they were checking my report without my authorization about every 3 to 6 months. I never signed anything when i first had the phone turned on either. Seeing that it has been a few years do i have any write in on this matter?
