First off, contact your state's Attorney General and contact the department that deals with collection agencies (Insurance and Banking).

Then get a copy of the rules for your state regarding collection agencies and what they can and cannot do. Then write them a letter explaining the situation with your current agency and send a copy with a copy of those rules to the State and the Collection Agency. Then threaten to contact an attorney if this continues. If your State does not get involved, then do contact an attorney.
