It means that your state doesn't require them to maintain a license if they don't maintain an office in your state. If the collection agency is located in your state or maintains an office, they have to have a license. Midland is exempt. If they hire an attorney licensed in your state, they can sue you. Not what you wanted to hear, but I hope it helped.
