No, that's not true. In fact, if you get into Discovery in a lawsuit and request the contract or agreement that the CA had to BUY the account from the OC, which then gives them the right to collect, the CA lawyers are denying the request saying its 'priveleged' information.

They get the 'right' to collect in 1 of 2 ways - its ASSIGNED to them by the OC and their 'right' to collect is covered in the original CC agreement regarding 'assignees' ; or, the BUY the debt and that makes them the new 'creditor', they own it, they can attempt to collect on it.
