If it isn't his debt, what difference does SOL make? The CA won't be able to prove their case in court. What they use to decide which accounts go to court is the amount of the account, ability to pay, and assets to attach, not the validity of the debt or the quality of the proof they have, a C and D letter won't really matter to them. He should send the C and D letter to stop the phone calls. If they file suit, they will have to provide proof of their claim, which they can't.
