When was the last time he paid the original creditor? By law, they must send him a letter within 5 busness days after the phone call. There is a lot of psychology in debt collection. CAs and their attorneys (if they really are attorneys, or just CAs using an attorney's name for collection purposes) lie and threaten. It is the way they do business. Don't talk to them on the phone. Any communication should be with the original creditor (if possible) and done in writing. Everything should be mailed certified/return receipt. What state are you in?
