How to begin the settlement process

I have an amount that I want to try and settle with a creditor - what is the best way to begin the process? Should I begin trying to settle with them at 30-40% - The account is about 10 months old - I have been with a credit agency for several months and they have not done anything for me except get one small account paid off and let the others go - I want to take it over myself - where do I start. I have some funds to work with and a pretty good monthly amount to throw at it.
Any suggestions would be helpful.
