It's not right, but it's legal. If you look at it from the standpoint of the IRS, it makes sense. If the OC writes off the account, that means that *someone* is supposed to claim it. That would be the collection agency.

Like I said, it only makes sense if your paycheck comes from the IRS. Mine certainly doesn't!
