Sadly, FDCPA doesn't touch commercial debt collectors. I'm not sure why commercial CAs should be allowed to do this stuff under federal law, but they are. However, some states, including NC, subject commercial CAs to fair debt collection laws too. If your state does, go get 'em. Threatening to expose people to ridicule and embarrassment and what not in order to get money from them is generally extortion, a serious felony in NC and also under federal law, although FBI etc. are too busy with possible foreign terrorist conspiracies to bother about domestic terrorists like this knucklehead. Call the cops, get an officer to listen if possible, and this should encourage your tormentor to move on.
