Send a letter disputing the debt certified mail. It'll buy her at least 30 days to get proof that she doesn't owe it (if she dosn't). If the debt isn't owed or was payed already, fax proof to them and they shouldn't be able to call anymore.

They can't break the FDCPA, but there isn't anything illegal about them calling her up to once a day if the debt is legit.
