Does he owe it? He either has kids he isn't supporting or at one time didn't. The custodial parent can file and if he doesn't respond, or they don't know where he is, yes, they can report it in hopes he cares, and does something about it.
The best way is to do what was mentioned above..make sure it really isn't his, before calling, or they will trace it and open a can of worms.
Also, if he files taxes, any money that he may get back would be taken once it shows on a credit report, it is also generally flagged by the IRS.
