This scheme is ILLEGAL and the US Gov't is onto this kind of scam and they DO PROSECUTE ! I posted several Federal court cases several months ago about this and other scams.

All this REV guy is going to get is federal jail time if he persists. The Bank will likely turn him in for trying to pull the scam on them !!
