This is easy >>> get HR to put in writing what they were told when they received the call. They violated the law by stating it was a pending lawsuit for several reasons 1) the intent to sue is not real because of the statute of limitations 2) disclosure.

File a complaint with the BBB in the city, state the agency is in, including the copies of the numerous faxes and statement from HR.
Keep filing complaints until someone does something about it. I can assure you no businessman operating a collection agency wants an attorney general complaint or BBB complaint. They may not care because they like to purchase debt. I am willing to bet they didn't pay more than $0.01 to $0.03 per dollar owed, and the collector has to keep working the same 200-700 accounts over and over with a boss threatening his/her job daily unless they get the fees, i.e. your money.
