Blast from the Past

I received a call from a collection agency regarding a Capital One Visa account I defaulted on years ago. Last payment to CO was sometime in 1998. I was at the time and still am a Washington resident. I was given the 'opportunity' to settle this account (was 762.51, now 1132.76) for the original amount if paid in full. Is it legal for them to try and collect from me now? What is the down side if I blow them off?? It was charged off and hasn't been on my credit report for years. I've bought a home, cars, RV, etc. No apparent credit issues. A law suit was mentioned, is that possible?? Any help would be much appreciated.
