A secured card may not be ideal for him now because it requires cash up front that he apparently doesn't have. Also the appearance of inquiries and a new account will tip CAs that he is applying for new credit, thus he cares about his credit rating and might be interested in paying.

I don't have a lot of ideas other than these obvious ones:

Save up money.

Ask company to front some money before sending you on a long trip.

During a long trip, submit (by fax maybe) receipts for the first part of the trip to the company and have them direct deposit money to your account.

Ask company if they can get a card for you on one of their business accounts.
