Med. Collection ? for WHYCHAT

I'm in GA. I opted out early 2004.
Late in 2003 I had a CA tradeline on my CRs reporting
"status as of 9/2003-PAID COLLECTION" "Collection account - Individual account - Hospital Name Medical", "most owed $105 - placed 3/2003 - paid off 9/2003".
I had paid the hospital OC in 8/2003 for a $105 balance left over on ER visit after insurance paid majority of ER bill in 9/2002, and DID NOT PAY THE (assigned) CA.

NOW, on my CRs this month, this CA has changed it's listing to read:
"OPEN ACCOUNT - Individual acct. - Hospital Name Medical - most owed $105"
"status as of 9/2003 - PAYMENT AFTER CHARGEOFF/COLLECTION".

I can see NO REASON this is an "Open Account", NOR a chargeoff as the CA reporting was assigned and the account had been returned to the hospital OC shortly before I paid the OC. The hospital does Not report it's own CRA tradeline.
Is this CA trying to BYPASS HIPAA LAWS, or what?

My question is: should I dispute this CA tradeline FIRST with the CRAs, or go ahead and take the HIPAA approach with the Med. OC ? or both?

I have waited to send HIPAA letter to the Med. OC before Now because I was afraid to cause much activity on my CRs due to some other CA collections (CO's) issues. I have these other issues(SoL) mostly resolved (but not quite final).
Will I stir up any reporting to other OC's or CA's if I work on disputeing the Med. OC?
