It is possible, but not likely that there is a judgement against him, unknown to him. Check public records. Local court house, and court house if he has relocated.
I don't think he will find anything, but I assume you did this post because you want your brother to be safe and sure.
If he searches and does not find anything (he probably won't) then he is fine. Your brother should OPT OUT to prevent bad debt buyers from bothering him. That being said, CAs can TRY to collect till forever. BUT, they have no legal recourse after the SOL has passed. If anyone does file a law suit (it happens) then the SOL is his positive defense. They can not touch his bank account unless they have a judgement. Since his daughter is primary, not likely they will find the bank account.
