Does an arbitration award count as a judgment?

Does an arbitration award count as a judgment? I had one filed and of course lost back in January, 2004 w/Wolpoff & Abramson being the ones who filed. The last time I checked my credit report it showed no "judgments" but I'm not sure how acurate these things are. Also where do they get their bank account information to freeze an account and does somebody (bank or W&A) have to notify you before they can freeze your account? I have SS checks that are directly deposited so to have to change accounts is going to be hairy to say the least though not as bad as not being able to get your money at all.
